The focus is not simply building a database, but creating a practical, working system that can be used consistently across programs and can produce meaningful information for oversight, planning, and public transparency.
A central part of the work is providing technical assistance and training to the entities funded under Section 4 of the AT Act (the state and territory AT programs). The grantee would help these programs collect and report data on their activities in a standardized way and would support the development of data collection capacity at the state level. In practice, that implies hands-on support such as guidance on data definitions and reporting requirements, training staff to use the tool correctly, troubleshooting, improving data quality and consistency, and helping programs adopt processes that make reporting less burdensome and more accurate over time. The intent is to make the data systems usable in real program environments, not just theoretically sound.
ACL describes the reason for this investment as improving administration and management of AT Act Section 4 programs so they can improve performance, provide better information to the public, and ultimately increase access to and acquisition of assistive technology devices and services.
